１９９９年 ７月 ２２日，国家依法取缔“法轮功”组织，绝大多数受骗上当的“法轮功”练习者在认清了李洪志的险恶用心和“法轮功”的邪教本质后，脱离了“法轮功”组织。但是，李洪志及其“法轮功”邪教组织不甘心失败，企图继续组织、煽动“法轮功”顽固分子和痴迷者在国内进行违法闹事活动。因此，通过国门这一重要渠道将海外“法轮功”组织的指令传入国内、将各种充斥造谣诽谤之言的非法宣传品带进国内复制、散发，成为“法轮功”非法活动的一个重要方式。由此，一场复杂、深入、持久的堵截战在国门展开了……
