《中华人民共和国标准化管理条例》中指出:“标准化是组织现代化生产的重要手段,是科学管理的主要组成部分。在社会主义建设中推行标准化,是国家的一项重要技术经济政策,没有标准化,就没有专业化,就没有高质量、高效率”。档案案卷质量标准化是档案工作标准化的基础,是实现档案现代化管理的必备条件。制定和贯彻标准,是业务指导的一项重要内容。搞好档案案卷质量标准化工作具有十分重要的意义。本文仅根据我县的实际情况,谈谈我县在推行文书档案案卷质量标准化过程中的一点认识。 一、推行案卷质量标准化的必然性和可行性。 案卷质量标准化,是整个档案事业标准化的一个组成部分。江津县档案馆自1959年建立以来的30多年中,按照国家确定的集中统一管理国家全部档案的原则,接收了近10万卷档案(以文书档案为主)。特别是党的十一届三中全会以来,档案工作逐步走上正规化,各种门类、不同载体的档案不断形成,逐步接收进馆,档案保管条件逐步得到改善,从管理工作和业务建设方面都逐步走上正轨。这就使档案馆工作的标准化,有了初步的基础和可能。随着四化建设的进行,科学技术的发展和各项工作的需要,档案工作必然需要采用一些现代科
