“农家书屋”工程实施以来,达到了良好的社会效果,却因没有匹配规范的管理体系,匮乏专业技术管理人员,制约了“农家书屋”的正常运行与持续发展。本文提出了在实现“农家书屋”核心价值过程中,任何管理体系和制度功能都是依靠人的主观能动性实现的;文中分析了制约“农家书屋”运行发展的“瓶颈”问题之原因所在,并探讨了解决问题的理论依据与具体办法。
Since the implementation of “Farm House” project, it has achieved good social effects. However, due to lack of a standardized management system and lack of professional and technical management staff, the normal operation and sustainable development of “Farm House” has been restricted. This paper puts forward that in the process of realizing the core value of Farmhouse, any management system and system function are realized by the subjective initiative of human beings. The paper analyzes the bottleneck restricting the development of Farmhouse, The reason of the problem lies in it, and discusses the theoretical basis and concrete method to solve the problem.
