Performance appraisal is the embodiment of employee’s work effect and value. It provides objective basis for human resources development activities such as salary, promotion and training, which is the foundation and key of human resource management. This article will KPI as the core of the staff performance appraisal system with the actual situation of state-owned enterprises to explore and practice the performance management of target management in the use of assessment, so that enterprises and employees to achieve a win-win situation.
