城乡结合部地区处于城乡二元体制冲突的前沿。尽管进行了一系列改革,但总体看,仍然存在体制性问题。为此,要按照科学发展观的要求和建设首善之区、在全国率先全面实现小康的目标,进一步实施城乡一体化的指导方针,推进城乡统筹,打破城乡二元结构,加快城乡结合部地区管理体制和运行机制的创新,实行强有力的扶持政策,加大城市对城乡结合部的带动和辐射,加大改革和经济建设成果对城乡结合部的覆盖,让城乡一体化的新格局首先在城市化前沿地带尽快形成,促进首都总体规划的实现。
