目的:评价我国2012-2015年中医药人员配置公平性。方法:综合运用HRDI(卫生资源密度指数指标)、洛伦兹曲线、基尼系数及泰尔指数等方法,分别从人口、地理两个方面,测量中医药人员配置的公平性。结果:2012年与2015年我国中医药人员按人口分布的基尼系数分别为0.1470和0.1431;2012年与2015年按地理面积分布的基尼系数分别为0.7378和0.7425;泰尔指数的结果为组内差异大于组间差异。结论:我国中医药人员按地理面积配置的公平性低于按人口配置的公平性;中医药人员配置相对的不公平更多是我国区域内部经济水平的差异造成的;政府应大力发展中医药事业,扩大中医药人员的地理覆盖率。
Objective: To evaluate the fairness of TCM staffing in China from 2012 to 2015. Methods: The methods of HRDI (Health Resource Density Index), Lorenz curve, Gini coefficient and Theil index were comprehensively used to measure the fairness of Chinese medicine staffing from the aspects of population and geography respectively. Results: The Gini coefficients of population distribution of Chinese medicine practitioners in 2012 and 2015 were 0.1470 and 0.1431, respectively. The Gini coefficients distributed by geographical area in 2012 and 2015 were 0.7378 and 0.7425, respectively. The Theil index showed intra-group differences Greater than the difference between groups. Conclusion: The fairness of Chinese medicine staff in geography area allocation is lower than the fairness in population disposition. The relative unfairness of Chinese medicine staff allocation is caused by the difference of economic level in our region. The government should vigorously develop the cause of Chinese medicine , To expand the geographical coverage of Chinese medicine personnel.
