“走出国门,拓展海外市场”是落实国家经济安全战略,全面执行开放政策的必然趋势。中国石油实行“走出去”战略以来,目前已经有81个海外油气合作项目,遍布世界4大洲29个国家,初步建成非洲、中亚、南美、中东和亚太5个海外油气合作区。基本形成了勘探开发、管道运输和炼油化工与销售上下游一体化的完整石油产业链。随着中国石油海外项目建设的蓬勃发展,财务工作在海外项目建设中起到越来越重要的作用,为海外项目科学发展提供有力保障。在认真履行中国石油天然气集团公司提出的“科学理财求真务实开创财务管理新局面”的要求下,结合资源国相关法律法规与所签署的石油合同,因地制宜构建“有资源国特色”的海外项目财务管理成为“走出去”战略的必要之举。
