正当程序起源于英美法系,已成为现代法治发展不可回避的重要趋势和法治国家的共同价值取向,我国的立法听证制度成立与发展只有短短二十余年,存在较多不足。文章从正当程序原则角度出发,对我国立法听证制度存在的问题进行理性分析,并提出完善对策,以期对我国立法听证制度的发展有所帮助。 Since due process originated from the Anglo-American law system, it has become an unavoidable trend in the development of the modern rule of law and the common values ​​of the countries under rule of law. Only a short period of more than 20 years has passed since the establishment and development of the legislative hearing system in our country, and there are still many deficiencies.
