1 卫生防疫机构开展有偿服务势在必行卫生防疫机构长期以来被视为单纯福利性全额补助的事业单位,实际上是:“全额管理,定额补助”单位,财政部门的拨款主要用于支付职工工资,余额极少,根本满足不了卫生防疫机构所担负的繁重任务的经费需要,因此,服务量越大,工作越多,经费消耗越大,若得不到及时补充,防疫站将越办越穷。如何增强卫生防疫机构自身发展的能力,这是值得卫生防疫机构探讨的课题。目前看来,由于经费困难,靠国家拨款补充是行不通的,唯一的出路是实行有偿服务,增强自我发展能力,因此实行有偿服务势在必行,这是增强卫生防疫机构生机和活力的必由之路。
