城市内涝频发,人民生命财产损失严重,同时,许多城市又面临水资源严重不足及地下水过量开采等问题。二者的矛盾让寻求雨洪资源合理开发利用显得愈发紧迫。文章分析了天气变暖引起极端天气频繁,城市化进程加快、绿地减少、不透水面积急剧增加,是城市暴雨洪水频发的成因,阐述了郑州市资源性缺水的特性。提出通过X波段雷达监测、制订科学方案等非工程措施解决郑州市城市防洪问题,通过制定相关政策、采取奖惩措施、建设拦蓄工程,将郑州市建设成为海绵城市,进而将城市防洪与缓解水资源紧缺紧密地联系起来。
