Chapter IV Contents of the Planning and Formulating of County-level Village and Township System Article 21 The outline of the county-level village-village system shall include the following contents: (1) Comprehensive evaluation of the conditions for the development of the county; (2) Proposing the county-level urban-rural integrated development strategy and the industrial development spatial distribution plan; (3) Predict the size of county population, and put forward strategies and goals for urbanization; (4) Put forward the principle of county-level spatial zoning control; (5) Put forward planning schemes for county-level village and township systems;
