一、课题的提出: (一)教育改革的宏观背景 现代社会对人的发展、人的素质提出了更高的要求,也对现代教育提出了更高的要求。早在1983年,邓小平同志就作出了“教育要面向现代化,面向世界,面向未来”的指示。这“三个面向”的指示,既反映了我国教育改革和发展的方向,也充分体现了我国社会主义建设新的历史时期的时代特征。在这“三个面向”中,“教育要面向现代化”是核心。它的内涵包括:首先,教育应为社会主义现代化建设服务,担负起提高国民素质、培养社会主义建设者和接班人的历史使命;
