工程项目建设一般可分为前期准备、项目实施和竣工结算三个阶段。由于建设周期长、环境复杂、工作量大,加上难以预料的国家政策性变化,以及材料市场价格波动等诸多因素,要合理地控制造价,难度确实很大。因此,进一步规范建设市场行为,完善市场机制,合理控制工程造价,是摆在建设单位、施工单位、造价咨询中介机构面前需要共同解决的问题。
The construction of a project can generally be divided into three stages: preliminary preparation, project implementation and completion settlement. Due to the long construction period, complicated environment, large workload, unpredictable national policy changes, and material market price fluctuations, it is very difficult to reasonably control the cost. Therefore, further standardizing the construction of market behavior, perfecting the market mechanism, and reasonably controlling the project cost are issues that need to be solved jointly by the construction unit, construction unit, and cost consulting agency.
