1991年,我军基层干部队伍的来源实行“两条腿”走路政策以后,一大批优秀士兵直接提升为干部,拓宽了我军干部生长的渠道,较好地解决了我军院校培训输送干部数量不足、基层干部队伍缺编数额大的实际问题,调动和激发了全军战士爱军习武、争优创先的练兵积极性。从工作实践看,从优秀士兵直接提升的干部也得到了各级领导和机关的认可,尤其深受基层广大官兵的欢迎,为我军基层干部队伍注入了新的活力。但是,由于未经院校系统培训,这些同志在素质上存在许多亟待解决的问题。一是政治理论水平较低,对市场经济条件下部队建设中反映出来的新情况、新问题,难于从政治建设的高度去分析,去认识,制约了理解
