完善而灵活的市场机制是一个地区经济健康、快速发展的必要条件之一。从这个要求出发,上海近年来加大市场化改革的力度,力求与全国“脱开一点,领先一步”。加之产业结构调整的成效,上海的各项经济运行指标明显地好于全国平均水平:工业产销率达到98％以上,高出全国20个百分点;经济效益综合指数为115％,高于全国18个百分点;资金周转40天,而全国是90天;资金和物资的供应状况较其他省市相对充裕。
A sound and flexible market mechanism is one of the necessary conditions for a healthy and rapid economic development in the region. Starting from this requirement, Shanghai has stepped up market-oriented reforms in recent years and sought to “get away from it and take a step ahead of the rest of the country.” Coupled with the effectiveness of industrial restructuring, various indicators of economic operation in Shanghai are obviously better than the national average: the industrial production and sales rate is above 98%, up 20% over the national average; the comprehensive index of economic efficiency is 115%, higher than the national average of 18 Percentage points; the cash flow of 40 days, while the country is 90 days; the supply of capital and supplies more abundant than other provinces and cities.
