我国水泥工业由于分散管理,各自为政,造成布点不合理,重复建厂,盲目发展,严重影响了技术进步和经济效益的提高。打破部门所有制,加强行业管理,这是当前工业改革中必须解决的重要课题。水泥是建筑材料的重点产品,又是短线产品。各个部门都争着办水泥厂,这是好事。可是,由于分散管理,布点不合理,重复建厂,给生产带来很大的困难。如广西壮族自治区黎塘镇,是一个只有五、六万人口的小镇,十几年来先后兴建了六个大、小水泥厂,年产能力七十万吨。大水泥厂是区建材局管,小水泥厂有的是县经委管,有的是柳州铁路局管,有的是区农垦局管,有的是乡镇企业局管。结果,一是因为原材料运输不及时,电供应不上,造成停停打打,不能形成生产能力。二是由于管生产部
