比较了以美国加州和英格兰—威尔士为代表的两大类运行备用辅助服务市场 ,认为英格兰—威尔士模式对我国初期的电力市场更有参考价值。建议我国运行备用辅助服务市场采用在一日前现货交易发电主市场定价基础上同时定价 ,即事先定价 ,而在当日强调各机组服从调度 ,事后按既定价格结算。实现概率学意义下的公平合理性。在简易当量电价法基础上发展了计入运行备用辅助服务的随机性简易当量电价法。采用了随机生产模拟技术 ,引入了期望边际机组和期望边际电价的新概念 ,并区分被调度加载和不被调度加载两种情况。有关算例说明了它的合理性
Compared with the two major types of auxiliary service markets represented by California and England-Wales, the England-Wales model is more valuable for the initial electricity market in China. It is suggested that the market for standby auxiliary service in China should be priced at the same time based on the pricing of the primary market of spot transactions one day ago, that is, the price should be set in advance. On the very day, all units should be subject to the schedule and be settled at the fixed price afterwards. Realize the fairness and rationality in the sense of probability. On the basis of the simple equivalent electricity price method, a stochastic simple equivalent electricity price method which is included in the running standby auxiliary service has been developed. Adopting the stochastic production simulation technology, the new concept of expectation margin unit and expectation marginal price is introduced, and the two cases of scheduled load and non-scheduled load are distinguished.
