新加坡政府针对全体儿童、不同发展需求的儿童等制定出不同类型的基础教育政策,主要分为三类:(1)面向全体儿童的政策,即“平行”政策;(2)为促进社会公平,面向先天不足、发展靠后或经济资本、文化资本不足儿童所制定的带有扶持性质的政策,简称“托底”政策;(3)为培育国家经济社会发展所需要的精英,针对天资优异或后天发展较好的儿童所制定的政策,简称“扶优”政策。新加坡基础教育领域的“托底”政策及相关教育政策环境对广州教改有借鉴意义。
The Singapore government has formulated different types of basic education policies for all children and children with different development needs.
