1948年11月,对归绥开展总攻的前夕,三兵团司令员杨成武接到军委主席毛泽东的指示:“缓攻归绥,撤围归绥,到集宁、丰镇地区集结待命.”11月24日,杨成武又接到毛泽东电令:“率主力于25日出发,六天之内赶到张家口附近.然后,以两个纵队围住张家口西南周家河、怀安两地之敌;以一个纵队插人张家口、宣化之间,隔断张、宣之敌的联系.”与此同时,毛泽东电令北岳部队监视大同之敌,防止窜出;三兵团政委李井泉率八纵留在绥远与敌周旋.
