1986年国务院批准铁路实行大包干,作为配套措施,铁路实行了“万换算吨公里工资含量包干”(以下简称“万含”),从根本上改变了按人头算工资和工资分配与企业生产经营成果不挂钩的传统模式,较好地解决了企业吃国家大锅饭的弊端,初步理顺了国家与企业的工资分配关系。三年来的实践说明,“万含”的方向是对的,成效应予肯定。但也遇到了一些令人忧虑的问题,需要认真地研究,及时解决,以保证这项改革的不断深化和健康发展。本文以我局的实际为例,谈谈我们的看法。
