推动专员办转型向纵深发展,既面临重大历史机遇,又面临严峻挑战。一方面,专员办深入转型后将会实现跨越式发展,各项职能日益丰富完善,作用发挥更为充分,更好推动财政政策和资金落实。另一方面,专员办工作任务越来越重,传统的工作思路、方式越来越不适应转型需要。实践证明,全面嵌入财政主体业务,全覆盖监管中央转移支付资金,单靠专员办目前力量远远不够,必须开拓创新,联合各方,加强联动,共同监管。建立预算监管联动机制,有利于解决专员办人少事多的矛盾,凝聚合力,强化管理,保证政策执行到位;
Facilitating the transformation of the commissioner’s office to further development not only faces major historic opportunities but also poses serious challenges. On the one hand, the commissioner will achieve leapfrog development after its in-depth transformation. Its functions will be enriched and improved day by day. Its functions will be more fully utilized and fiscal policies and funds will be better implemented. On the other hand, the commissioner’s tasks are getting heavier and heavier, and the traditional working ideas and methods are becoming more and more unsuited to the needs of transition. Practice has proved that fully embedding the main financial businesses and fully covering the supervision and transfer funds of the Central Government will not be enough by the strength of the Commissioner’s Office alone. We must make innovations and unite with all parties to strengthen co-operation and mutual supervision. The establishment of a budget regulatory linkage mechanism is conducive to solving contradictions among Commissioners in handling minorities and more, pooling together forces, strengthening management and ensuring the implementation of policies;
