《中华人民共和国海关企业信用管理暂行办法》(海关总署令225号,以下简称“《信用暂行办法》”)自2014年12月1日起正式施行。该办法是在《中华人民共和国海关企业分类管理办法》(海关总署令第197号,以下简称“《分类办法》”)基础上重新制订。海关总署稽查司主要负责人孟杨表示,《分类办法》自2008年4月1日起施行6年来,在促进企业守法自律、提高海关管理效能等方面发挥了积极作用,但随着海关业务改革的不断深化,《分类办法》已不能很好适应形势发展要求和执法实践需要,特别是在简政放权、转变职能方面,与国务院加强社会信用体系建设、促进市场公平竞争的要求存在一定差距,同时与国际海关接轨的要求也日益迫切,因此非常有,必要对《分类办法》重新调整,赋予新的内涵。
