2013年6月4日,欧盟对中国光伏产品“双反”的初裁结果出炉,宣布自6月6日~8月6日对产自中国的光伏产品征收11.8%的临时反倾销税,如果双方未能在两个月内达成解决方案,税率将升至47.6%。临时税率将维持6个月直到12月份,此后欧委会将决定是否对中国产的光伏产品征收永久性关税,一旦征收,该关税将持续5年。专家表示,如果开始征收近50%的高关税,那么即使此后中欧能够通过磋商和解,中国光伏产业失去的市场也将无法挽回。结果公布后,代表欧洲600多家光伏企业的行业协会欧洲平价太阳能联盟发表声明,抗议欧盟对中国光伏产品征收临时反倾销税的决定。我国商务部已启动对欧盟葡萄酒反倾销和反补贴调查程序。
