改革开放以来，中国的经济社会结构发生了巨大变化，政治体制内的各种关系不可避免也会随之发生改变，特别是中国共产党由一个革命型政党向一个执政党角色的转变，就使革命党基础上的一些合法性因素发生了转移。在新的形势下，如何加强中国共产党的执政权威建设，就成为政党执政过程中的一个新课题。
