社区拥有一个可行的网络安全管理程序的需求日益增长,随着电子政府的推进,这种需要变得格外迫切,越来越多的政府职能可以在线提供,而破坏这些服务的潜在可能性也在增加。从爱沙尼亚受攻击事件中得到的教训告诉我们,网络资源对于国家职能的正常运转是多么的重要。没有网络安全电子政府就无法生存,即使政府能够保证资源的安全,如果社区重点基础设施的安全无法保证的话,社区仍处于危险之中。
There is an increasing need for communities to have a viable cyber-security management program that is becoming more pressing as e-government advances and more and more government functions are available online, and the potential for sabotaging these services is also increase. Lessons learned from the attack on Estonia tell us how important online resources are for the functioning of the state function. Without cybersecurity e-government can not survive and even if the government can secure resources, the community is still at risk if the security of key infrastructure in the community can not be guaranteed.
