水利工程绩效评价是管理控制系统的核心,需要综合考虑多种因素。从我国水利工程管理现状出发,以项目管理全生命周期为框架划分了管理绩效的衡量指标及影响因素,综合定性指标和定量指标,提出了水利工程管理绩效综合评价指标体系。针对现有研究方法的不足,结合模糊优选理论与神经网络理论建立模糊优选BP网络权重调整模型,用Matlab计算综合评价结果并对其分级,为水利工程绩效的分析和评价提供了科学依据。以东深供水改造工程为例,进行了基于模糊优选BP网络的管理绩效评价,效果较好。
The performance evaluation of hydraulic engineering is the core of the management control system, which needs to consider a variety of factors. Based on the status quo of water conservancy project management in our country, this paper divides the measurement index and influencing factors of management performance with the project management life cycle as the framework, and puts forward the comprehensive evaluation index system of water conservancy project management based on the qualitative and quantitative indicators. In view of the shortcomings of existing research methods, this paper combines fuzzy optimization theory and neural network theory to establish the fuzzy optimization BP network weight adjustment model, calculates and classifies the comprehensive evaluation results by Matlab, and provides a scientific basis for the analysis and evaluation of water conservancy project performance. Taking Dongshen-Shenzhen Water Supply Improvement Project as an example, the management performance evaluation based on fuzzy optimization BP network is carried out, and the result is better.
