本文在学理上形塑了一种“制度”——“机制”双轴联动效应;同时引入“利益契合”、“治理共识”、“协同性”和“协同增效”作为治理绩效的四项内嵌因子,进一步将“绩效同构”——“风险共担”归纳为评量“制度”——“机制”之间是“失序”还是“有序”的重要标准。本文甄选出华南城市某社区以“混合行动秩序”为制度性示范意义的“协同治理”循证实例,带着“协同治理能否落地于本土情境形塑一种制度性框架”这一研究问题进行结构性论证、在该研究个案“服务效能共谋”的“地方性事实”中进行机制性探析,尝试在“制度——机制”互动论的基础之上转译出一种借鉴于西方语境、却对我国社会转型现实更具理论解释力的“情境性知识”。
