在房建项目中,工程造价就是在整个建设所有阶段,是建设工程项目中的固定资产投资部分。如何在建筑工程的项目管理中进行有效的工程造价管理,并能够在保证质量的同时,对工程造价进行控制,并降低造价,一直受到建筑业投资者及各级工程造价部门的重视。本文通过对社会主义经济体制下建设项目的管理需要进行研究,针对工程造价的有效调控和合理确定、编制水平及实际造价的反应,提出了观点与意见。
