针对现有评价实施框架内评价指标体系的不完善,在充分借鉴前人研究成果的基础上,综合考虑人员、设备、环境等主控因素,构建了调车作业安全评价指标体系.然后借鉴集对分析理论,提出基于联系数的定量与定性评价方法,该方法通过计算评价对象的综合联系数,利用特征值公式计算综合评价特征值作为定量评判等级的依据,再利用集对势对系统态势作出定性分析.最后将构建的指标体系及选用的评价方法应用于车站实例中,结果表明:所构建的指标体系能较好的刻画车站调车作业安全状况,完善了调车作业安全评价工作;选用的评价方法能从定量和定性层面综合判定系统的安全状态,具有更普遍的意义,为安全评价理论提供了一种新的研究方法与思路.
Aiming at the imperfection of the evaluation index system within the framework of the existing evaluation, based on the research results of previous researchers, this paper constructs the evaluation index system of safety of shunting operations by comprehensively considering the main control factors such as personnel, equipment and environment, Based on the analysis of the theory, a quantitative and qualitative evaluation method based on the connection number is proposed. The method calculates the comprehensive evaluation eigenvalue by using the eigenvalue formula as the basis for the quantitative evaluation grade by calculating the comprehensive connection number of the evaluation object, Finally, the index system and the evaluation method are applied to the station examples. The results show that the index system constructed can well describe the safety of the shunting at stations and improve the safety evaluation of shunting operations. The selected evaluation method can comprehensively determine the security status of the system quantitatively and qualitatively, which has a more general meaning and provides a new research method and idea for the safety evaluation theory.
