1991年4月,正当化工市场疲软,树脂产品滞销的时候,刘祥担任起厂长重任。上任伊始,他面临着库存成品970吨,占压资金900万元的困难,审时度势,提出“外争市场、内上产品”的决策。一是扩大销售队伍,增强销售力量,在社会和厂内公开招聘业务员,采取择优汰劣,任人唯贤的原则,对业务员采取吨销售计奖工资办法。广开销路,采取“大户不扔,小户不丢;巩固老户,发展新户;巩固河南,面向全国,冲出国门”的企业产品销售方针。二是大胆决策,上马D308大孔树脂新产品。D308大孔树脂车间从破土动工、设备安装到正式投产,仅用了九个月时间,当年创利69万元。由于决策正确,1991年底全厂年销售额创出1530.9万元的最好水平。

Due to the correct decision, the annual sales of the whole plant reached the best level of 15.39 million yuan at the end of 1991.
