一、我国高速公路监理行业形成背景高速公路建设监理制度是20世纪80年代自世界银行项目引进的,最早在我国沈大高速、京津塘高速、济青高速应用,基本按FIDIC条款的规定执行。监理人员由世行派出和我国高校及交通管理系统的精英组成,素质很高。起步阶段的我国高速公路就引来了FIDIC条款的高调亮相,奠定了我国高速公路的良好品质。20世纪90年代,我国高速公路建设大规模上马,为满足建设需要,监理队伍进行了前所未有的扩张。监理人员的整体素质也因过分扩张而无法得到保证,包括没有专业知识,甚至小学、初中文化程度稍经培训或者未经培训的
