政策作为主体的行为模式和社会规范,在军队人才建设中具有重要的调控作用和导向作用。现阶段我国军地收入反差的存在及其扩大趋势,从一个侧面反映了军人工资政策的不完善。由于政策偏好、政策缺位、政策乏力,弱化了军队的吸引力和凝聚力。通过调整军人工资政策,以军人进入中等收入群体为目标,逐步消除军地收入反差的扭曲现象,是深化军人工资改革的有效途径。
The behavior model and social norms of the policy as the main body play an important role of regulation and guidance in the construction of military personnel. At this stage, the existence of the military revenue contrast in our country and its expanding trend reflect the imperfections in the military wage policy from one aspect. Due to policy preferences, lack of policies and weak policies, the military’s attraction and cohesion have been weakened. The goal of deepening military wage reform is to gradually eliminate the distortion of the military’s income contrast by adjusting the military wage policy and targeting the military to enter the middle-income group.
