产品结构调整说到底是企业的市场行为,企业应是其自身产品结构调整的主导者、实施者和风险承担者。目前,国家逐步给予了国有企业产品结构调整更多的自主权,由国家全过程统包改为由企业申报,国家审批,应当说是迈出了重要的一大步。即国有企业掌握了选择项目的主动权,国家控制住了总的投资规模和方向,保证了总体上的控制,实现了局部的灵活。可事实上,国有企业的产品结构调整并不理想,相当多的国有企业在调整产品结构的项目后仍然困难重重。现今,在产品结构调整问题上,国有企业从投资决策、资产管理、营销手段等诸多内部因素方面开始积极学习、借鉴国际上的先进经验,但相当多的国际成功经验、方法在国内因受到外部因素影响而难以实施,那么,影响国有企业产品结构调整的外部因素何在呢?
