1953年8月21日至9月4日,国防部长彭德怀元帅主持召开了3次军委例会,传达贯彻党中央关于精简节约的指示和修订军队五年建设计划。由于海军司令员肖劲光外出,他让海军参谋长罗舜初代表海军参加军委例会。在讨论海军的国外订货计划时,彭德怀问:“从苏联买一艘驱逐舰要多少钱?”罗舜初回答:“大约要4000万卢布。”“那么贵呀?”彭德怀说。谁都能听出彭德怀的言外之意。见没有人说话,彭德怀又说:“你们海军要买两艘驱逐舰,我看先买一艘,另一艘等经济好转后再买。”
From August 21 to September 4, 1953, Marshal Peng Dehuai, Minister of National Defense, presided over and held three regular meetings of the Central Military Commission to convey and implement the Party Central Committee’s directive on streamlining the economy and to revise the five-year military construction plan. As the naval commander Xiao Jinguang went out, he let Navy Chief of Staff Luo Shunxun represent the Navy at the regular meeting of the Central Military Commission. In discussing the Navy’s overseas ordering plan, Peng asked: “How much does it cost to buy a destroyer from the Soviet Union?” Luo Shunchu replied: “It is about 40 million rubles.” “It’s too expensive,” Peng said. Anyone can hear Peng Dehuai’s implication. See no one to speak, Peng Dehuai added: “You Navy want to buy two destroyers, I think first to buy one, the other after the economy improved and then buy.”
