目的 为实现洪涝灾害卫生防疫救灾防病工作的科学化、信息化及提高工作的质量和效率。方法 以湖北、江西省作为试点,利用卫星遥感和地理信息系统(GIS)技术建立了洪涝灾害卫生防疫应急反应信息管理系统。结果 该系统以空间数据库为基础,通过行政区划代码将空间信息、洪灾相关的基础信息和灾时信息连接起来,不同的数据库资料被整合到GIS平台上,实现信息查询、分析和输出。该系统主要包括地图管理、信息查询、统计分析、应急辅助决策、数据维护、系统维护等功能。结论 通过该系统有关基础资料的分析,可以进行洪灾风险和疫情风险评估,以便在灾前做好人、财、物、技术等方面的准备;利用收集的灾时资料信息,可以及时地确定洪涝灾区的灾情,科学地预测评估灾时疫情和灾区的应急反应资源和能力,从而为洪涝灾害应急反应的宏观决策提供科学依据。
