1电力企业开展优质服务的客观必然性1.1电力生产观念的局限改革开放以来,由于国民经济的快速增长以及经济结构中原材料粗加工、高耗能产业居多,而电力供应一直不能满足国民经济发展的需要,呈现全国性的缺电局面。于是,电力企业把精力放在进行外延的扩大生产,全力进行供应侧的生产、规划和装备;而对需求(用户)侧的服务进展不大,优质服务和良好的管理难以到位。对需求侧的管理也只是限于拉闸限电、超用电罚款、征收增容费等,形成了“重发电、轻供电、不管用电”的管理格局。

However, they did not make much progress toward services on the demand (user) side, and quality services and good management were hard to come by. Demand-side management is only limited to power outages, ultra-fine power, charge fees, etc., forming a “re-generation, light power supply, regardless of electricity ” management pattern.
