文化产业是由文化产品来定义的。没有文化产品和文化产品的生产,也就没有文化产业。文化产业是社会文化经济形态从低级阶段演进到高级阶段后出现的一种新型社会文化经济类型,是从农耕文明、工业文明发展到信息文明社会演化的重要产物,具有很强的社会生物演化特征。“人+手→人+机→人+网”构成文化产业演化的三种形态与三个阶段,形成推进社会发展的文化生产力形态,文化产业在这个过程中形成“人与社会一切文化关系总和”这一本质特征,共同构成文化产业发展表现出来的基本规律。中国文化产业的演化、创新与发展必须对以下问题予以高度重视并展开分析研究:(1)对“文化产业本质”认识上的偏差是导致和造成在文化产业实践上出现偏差的重要原因,必须建立对文化产业科学的认知维度,指导中国文化产业科学发展。(2)“能力不足”是最大的中国文化产业发展问题,也是最突出的国家文化安全问题,能力不足的核心是创新能力不足,必须使创新真正成为中国文化产业发展的灵魂。(3)文化产业政策缺乏清晰的价值导向和道德标准,文化产业政策践行中的实用主义原则,已经成为中国文化产业承担更大的全球文化责任的主要障碍。(4)“中等收入陷阱”不只是一个经济发展问题,也是一个严峻的文化产业发展问题;“修昔底德陷阱”对于中国文化产业发展参与全球竞争也同样如此。(5)大国权力向中国转移正日益成为国际社会共识,但这种大国“权力转移”尚未在文化领域表现出明显的战略迹象。如何使中国文化产业的战略发展与“权力转移”的中国进程相适应,已经成为在思考中国文化产业发展战略和创新战略时不得不面临的突出问题。

The evolution, innovation and development of China’s cultural industry must attach great importance to the following issues and carry out analysis and research: (1) The deviation of understanding of ”the nature of cultural industry“ is the important reason that causes and causes deviation in practice of cultural industry , We must establish a cognitive dimension of the science of cultural industries and guide the scientific development of China’s cultural industries. (2) ”Insufficient Capacity “ is the biggest issue of the development of Chinese culture industry and also the most prominent issue of national cultural security. At the core of its inadequate capacity is its lack of innovation capacity, and innovation must truly become the soul of the development of China’s cultural industry. (3) The lack of clear value guidance and ethical standards in cultural industry policies and the pragmatism in the practice of cultural industry policies have become the major obstacle for China’s cultural industry to assume greater global cultural responsibilities. (4) ”The middle income trap “ is not only an economic development issue, but also a serious cultural industry development problem; ”Thucydides trap “ The same is true for the participation of Chinese cultural industry in global competition. (5) The transfer of power from the big powers to China is increasingly becoming a consensus of the international community. However, such a major power ”transfer of powers“ has yet to show clear strategic signs in the cultural field. How to adapt the strategic development of China’s cultural industry to the ”power transfer" process in China has become a prominent issue that China has to face in its development strategy and innovation strategy.
