经济新常态,是中央对中国未来经济增长趋势的基本判断,党用九大特征来阐述了“新常态”的特征。其中,从组成经济发展的生产要素中的劳动力要素来看:农业富余劳动力减少,人口老龄化问题开始显现,劳动力成本不断增加,而劳动力素质和质量也有待进一步提高,要素的驱动力减弱,今后经济的增长、结构的转型升级将更多的依靠人力资本质量和技术进步。本文主要从全面分析思考当下企业人力资本的挑战、结合本地企业具体人力资本改革举措、学习借鉴西方管理模式三方面来探索研究新常态下虞山镇企业从人力资本着手的管理体制改革。
The new normalcy of the economy is the central judgment of the central government on the future trend of economic growth in China. The party elaborates the characteristics of the “new normal” with nine major characteristics. Among them, from the elements of the labor force that make up the factors of economic development, the surplus labor force in agriculture has decreased, the problem of population aging has started to emerge, the labor cost has been on the rise, and the quality and quality of the labor force have yet to be further improved. The driving forces for the factors have weakened. Economic growth, structural transformation and upgrading will rely more on human capital quality and technological progress. This article mainly analyzes the current human capital challenges of enterprises, combined with the local enterprises specific human capital reform initiatives, learning from Western management model to explore three aspects of the new normal Yushan enterprises starting from the human capital management system reform.
