近代早期,英国啤酒馆数量骤增,随之产生诸多的社会问题。为有效维护社会秩序和巩固统治根基,国家颁布了各种管制啤酒馆的专门法令,体现出英国政府不断强化对社会生活干预的政治力度。通过许可证制度、议会法令等法律手段,啤酒馆问题得到有效的治理,但是因相关措施在制定与执行过程中存在一些缺陷,导致国家管制啤酒馆问题的成效较为有限。
In early modern times, the number of British beer pubs increased sharply, resulting in many social problems. In order to effectively maintain social order and consolidate the foundation of rule, the state has promulgated various special decrees to control the brewery and reflects the ongoing efforts by the British government to step up its intervention in social life. Through the legal system such as the permit system and the parliamentary decree, the issue of beer pub has been effectively controlled. However, some deficiencies in the formulation and implementation of relevant measures have led to the limited effectiveness of the state regulation of the pub.
