医疗保障费用支付方式改革是新医改的重要组成部分,而按绩效付费(P4P)是一种相对新型的医疗保障付费方式,实施的有效性与其运行方式密切相关。本文从绩效费用支付的主体、受益主体、时间、资金来源、支付标准等不同环节,对英国、美国、澳大利亚等七个国家的绩效付费运行方式进行了梳理、分析、探讨,从而为我国进一步改革和完善医疗保障费用支付方式提出借鉴的经验和建议。
The reform of the medical insurance fee payment method is an important part of the new medical reform. And the performance-based payment (P4P) is a relatively new type of medical insurance payment method, and its effectiveness is closely related to its operation mode. This dissertation combs, analyzes and discusses the performance-based payment operation mode in seven countries such as Britain, the United States and Australia from the different aspects such as the main body of the performance fee disbursement, the beneficiary, the time, the source of funds and the payment standard, so as to further the reform of our country And improve the medical insurance fee payment methods to draw lessons from experience and suggestions.
