在改革进程中,每一例案例的成功或失败,其经验或教训,对后来者而言,都弥足珍贵。华东地勘局改制的一波三折具有典型性。一方面暴露了国有股一股独大的弊端,另一方面也充分反映了国有资产监管、运营方式的转变已成为国企改革亟须解决的问题。发展混合所有制经济的目的,是实现资源有效配置、生产力要素优化组合以及多种资本优势的充分发挥。从华东有色的遭遇来看,实行混合所有制的公司,现代企业制度的建立实际上并没有完善到位。
