近年来,生产项目外包逐渐成为电力行业日渐盛行的一种经营模式,给电力企业带来效益和竞争力的同时,也对企业安全管理工作提出了新要求。本课题分析了生产项目外包安全管理面临的形势、有益的探索、存在的问题,提出了从“法律、组织、技术、过程、文化”等五个方面对生产外包安全管理工作进行约束,把外包安全管理工作纳到制度化、规范化、科学化的发展轨道,形成业主单位、外包单位、电力监管机构各司其职同抓共管的良好格局。
In recent years, the outsourcing of production projects has gradually become a kind of business model that is increasingly prevalent in the power industry. While bringing benefits and competitiveness to power companies, it also sets new requirements for enterprise safety management. The subject analyzes the situation, beneficial exploration and existing problems in the outsourcing safety management of production projects, puts forward to restrain the safety management of production outsourcing from five aspects of “law, organization, technology, process and culture” Outsourcing security management to institutionalized, standardized and scientific track of development, the formation of the owners units, outsourcing units, the electricity regulatory agencies with their respective positions with the good control of the catch.
