美国总统布什5月29日宣布,他将于6月1日要求美国国会将对华正常贸易关系再延长一年。布什是在洛杉矶进行的一次演讲中宣布这一决定的。他强调,他希望与中国继续进行自由贸易。美国国会去年通过了对华永久正常贸易关系法案。按照这项法案,美国将终止按《1974年贸易法》中有关条款对中国“最惠国待遇”(“正常贸易关系”)进行年度审议的作法,与中国建立永久正常贸易关系。美国前任总统克林顿于去年10月签署了这一法案,从而使之正式成为美国法律。但是该法案只有在中国加入世界贸易组织后才能生效,在此之前,美国国会还须对对华正常贸易关系进行年度审议。
On May 29, U.S. President Bush announced on June 1 that he will demand from the U.S. Congress on June 1 the convention for normal trade with China be extended for another year. Bush announced the decision in a speech in Los Angeles. He emphasized that he hopes to continue free trade with China. The U.S. Congress passed the permanent normal trade relations with China bill last year. Under the act, the United States will terminate its annual review of China’s “most-favored-nation status” (“normal trade relations”) under the terms of the Trade Act 1974 and establish a permanent normal trade relations with China. Former U.S. President Clinton signed the bill in October last year, so that it will officially become a U.S. law. However, the bill came into effect only after China acceded to the World Trade Organization. Prior to this, the U.S. Congress still needs to conduct annual reviews on the normal trade relations with China.
