已经出台的《港口法》规定我国港口经营将实行准入制度。从事港口经营,需要向负责港口行政工作的部门申请取得港口经营许可。山东从实际出发,已经首先在内河实行了港口经营许可证制度。笔者结合开展港口经营许可证制度以来的工作实际,对港口经营实行准入制度做如下探讨。 一、港口经蕾实行许可制度的必要性 改革开放以来,我省港口(包括货主码头和装卸站点,下同)发展迅速,为经济发展起到了良好的促进作用。但同时也存在港口的低水平重复建设,经营行为不规范的问题。内河港口特别是京杭运河(山东段)港口在建设规模和数量等方面都有较快发展。至2001年底,京杭运河(山东段)及其支流共有港口(装卸站点)160处,但由于历史原因,内河港口在建设和经营方面存在的矛
The “Port Law” already promulgated stipulates that the port operation in our country will implement the admittance system. Inland ports, especially the Grand Canal (Shandong section), have witnessed rapid development in terms of construction scale and quantity.
