作者从中国科技期刊现状出发,分析国家科技发展战略、国内优秀论文外流现象、国家“百人”、“千人”等人才引进计划和国内活跃的对外合作等现实情况,认为:中国创办高水平英文科技期刊的时机和条件均已成熟.并提出,期刊出版管理部门应抓住国家科技跨越发展“机遇”,根据国家期刊发展布局,鼓励和引导具有出版实力和学术背景的出版集团创办高水平英文期刊,设立“创办高水平英文科技期刊专项基金”,提供绿色通道来缩短期刊创办周期,以此来提高中国科技期刊的竞争力和国家文化软实力.
