近期,国家行政学院原副院长周文彰授课时对比了两组数据:2012年各级纪检监察机关处分县处级以上干部4698人,当年全国的矿难死亡人数1500人以内;2011年,各级纪检监察机关处分县处级以上干部4843人,当年矿难死亡人数1973人。周文彰感慨:“每年受处分的县处级以上干部已经超过矿难人数。权力是有风险的,领导干部已经成了风险最大的职业。”此言一出,舆论哗然。有人道,“处分的是有主观恶意的贪官,可以和成天把命系在腰上的辛勤矿工相类比?一个是丢乌纱帽一个是丢命,孰轻孰重?这话的逻辑在哪?”
