由建设部下达的《加入世界贸易组织对中国房地产业的影响及其应对策略研究》的科研课题已经完成,4月28日在沪通过评审。该课题由上海市房产经济学会承担,课题组成员由市房地局、市府法制办、东方房地产学院、财经大学、复旦大学、社科院、市房科院和市建委等专家、学者组成,蔡育天任课题组组长,万大宁、沈正超任课题组副组长。课题评审工作由建设部房地产业司副司长沈建忠担任评审组长,组员由国务院研究室宏观司、中国房地产估价师学会、清华大学房地产研究所以及上海市的建委、综合开发研究院、房地局、房地集团、中房置业等单位的专家、学者组成。在课题组万大宁高级经济师和陈伯庚教授介绍课题研究经过和成果简况后,评审组通过了课题评审。评审组认为:加入世界贸易组织将对中国房地产业带来哪些影响,采取何种对策措施,是一个前瞻性的重大课题,极具现实意义。课题报告在对中国房地产业的发展现状作出评介的基础上,指出了其与国家同行业的相对优劣势,分析了世贸组织的有关规则与我国房地产业的关联性,得出了“积极因素大于消极因素、机遇大于挑战”的总体判断。课题报告提出的应对措施,具有较强的操作性,其观点和措施有创新,在国内研究领域处于领先水平,对政府有关部门决策有较大的参考价值。加入世界贸易组织,对中国房地产业将产生深远的影响,既是挑战,又带来新的机遇。深入研究,及早预测,分析现状,找出差距,积极主动,认真应对,抓住机遇,促进发展,是当前紧迫的任务。
The research project issued by the Ministry of Construction on “The Impact of WTO Accession to the Real Estate Industry in China and Its Coping Strategies” has been completed and passed the accreditation in Shanghai on April 28. The subject by the Shanghai Real Estate Economics Society commitment, task force members from the Municipal Housing Bureau, the Municipal Legislative Affairs Office, the East Real Estate College, University of Finance and Economics, Fudan University, Academy of Social Sciences, City ASTRI and City Construction Committee and other experts and scholars , Cai Yutian any task group leader, Wan Daning, Shen Zhengchao any group leader. The subject evaluation by the Ministry of Construction, real estate industry, Shen Jianzhong, deputy director of the assessment team leader, members of the State Council Department of Macroeconomic Division, China Institute of Real Estate Appraisers, Tsinghua University Real Estate Institute and the Shanghai Municipal Construction Commission, Comprehensive Development Research Institute, Land bureau, real estate group, real estate in the home and other units of experts and scholars. In the research group Wan Daning senior economist and Professor Chen Bowen introduced the subject after the study and the results of briefings, the review group passed the subject review. The review team believes that what the WTO accession will bring to China’s real estate industry and what kind of countermeasures it will take will be a forward-looking major issue of great practical significance. On the basis of commenting on the development status of China’s real estate industry, the project report points out the relative advantages and disadvantages of the same industry with the state, analyzes the correlation between WTO rules and real estate in our country, and draws the conclusion that “the positive factors are greater than Negative factors, opportunities greater than the challenge, ”the overall judgment. The countermeasures put forward in the project report have strong operability. Their views and measures are innovative and they are at the leading level in the domestic research field, which is of great reference value to the government departments for decision-making. Joining the World Trade Organization will have a far-reaching impact on China’s real estate industry, both a challenge and a new opportunity. It is currently an urgent task to study in depth, predict early, analyze the status quo, identify gaps, take the initiative and seriously deal with it, seize opportunities and promote development.
