作为产生于21世纪的贸易协定,TPP协定给一系列环境问题的解决提供了前所未有的机遇。TPP协定中无论是遏制非法砍伐、气候变暖还是贸易环境规制的创制都对现有贸易体制提出巨大的挑战。与此同时还要求政府在促进贸易自由化的同时要行之有效的解决环境问题。本文对美国近期加入的自由贸易协定(Free Trade Agreements,以下简称FTA)中的环境规制作出总结,对美国即将在TPP谈判中提出的环境方面的要求作出分析和预测。
As a trade agreement that originated in the 21st century, the TPP Agreement offers an unprecedented opportunity to solve a series of environmental problems. Whether it is to curb illegal logging, climate change or the establishment of a trade environment regulation, the TPP Agreement poses a great challenge to the existing trade system. At the same time, it also requires the government to effectively solve environmental problems while promoting trade liberalization. This article summarizes the environmental regulations in the recent Free Trade Agreements (FTAs) of the United States, and analyzes and forecasts the forthcoming environmental requirements of the United States in the TPP negotiations.
