在市场经济的强大冲击下,公路部门原有管理体制的弊端主要有三个方面:一是公路养护经费矛盾突出,以江西为例,平均每公里6500元左右,正常的养护生产难以保证;二是公路施工生产单位缺乏竞争力,以前各分局、公路段都成立了工程队、机修厂,由国家包揽,单纯的行政管理,使他们丧失了主动性;三是基层养护单位超编严重,不仅挤占了有限的养路费,也影响了队伍的稳定。当原有的管理体制已不适应时代和形势的需求,变革便成为必然。根据五中全会提出的两个转变的思想,江西公路部门进行了以下几个方面的探索: 组建养护公司由于养护经费少,主要靠计划投资,如何在公路养护中推行企业化管理,发挥有限养护资金
