“票价调整”和“公交优先”是当前人们社会生活中的两个热门话题。在公众利益和企业效益的均衡中,地方政府必须在落实“公交优先”政策的条件下,规避职责缺位的风险,转变观念、准确定位、明确责任,合理运用价格、法律、规划、财政、监管等多种手段,突出以人为本、体现社会公平、兼顾企业效益。本文从南宁市公交票价调整谈起,提出公交发展中政策选择的一些建议。 “Fare adjustment” and “bus priority” are two hot topics in people’s social life. In the balance between public interest and business efficiency, local governments must evade the risk of absence of duties, change their concepts, locate accurately, clarify their responsibilities and make reasonable use of price, laws, planning, finance and public finance in implementing the “bus priority” policy. Supervision and other means, highlighting people-oriented, reflecting the social equity, taking into account the effectiveness of enterprises. This article starts with the adjustment of bus fares in Nanning City and puts forward some suggestions on the policy choices in the development of public transport.
